Cascade.
Cascade has been there since UDK/Unreal 3. It's a very simple particle effects creator/editor (even though it looks quite complex). You simply apply different spawners to the base and set their properties. In Unreal 4, you can finally make GPU-accelerated particles, 3D model particles and a few other special types.
It's supposed to be easy for programmers, artists and designers to all be able to create particle effects. Part of the Unreal workflow is to allow designers and artists without programming experience to have the ability to create their own materials, level scripts, particles, physics models etc without all the complex background coding.
