the only form of nuclear propulsion i know of is project orion
and that would A: produce fallout when used atmospherically and B: be more expensive. nuclear propulsion only (theoretically) allowed a rocket to carry more deltaV.

so it's still a chemical engine, heated by the reactor....
dude that's still pretty much as costly as a conventional rocket, just less efficient atmospherically and more efficient in space
stick to the practical stuff, dude. focus on SSTOs and reusable boosters. none of this sci-fi stuff when we haven't even reached 2015.
