OK so what's happened here
The world's economy is in ruins. It is ESTO's fault.
Every country is scared of ESTO, so they do not dare speak out against it just yet.
There are millions of rebels in the US that absolutely hate ESTO. They will fight to the end. They condemn all their actions and will do anything to get rid of them.
Though one small area in Michigan accepts Saudi Arabia with open arms...
Most of the Americans left living move to where they believe there will be the least radiation, up north. States like Michigan and Wisconsin and Minnesota and the Dakotas get a large influx of people trying to stay alive. This region is the remainder of the United States.
The South American Socialist Alliance has taken South America by storm and is now the strongest conventional force on the planet. They also have the strongest economy fueled by communism.
The WAA comes in second with loads of oil and the spirit of Allah in their hearts.
New Zealand is taken under the wing of Australia and peacefully annexed.
Cuba takes over Guantanamo Bay and releases the captives in Florida out of spite.

Germany promises to establish a fair-treating government in 'New Prussia', though probably not a permenent name for it. It will be more of a puppetized government for territory reaching from Northeastern USA into the more central-eastern area.

russia attempts to curb the hatred of ESTO via the following:
1. end the trade embargo that was stupid
2. lower taxes from the US level
3. propaganda
4. keeping the government system entirely the same

so while everything is going to stuff in the US, russians enter a golden age that makes up for that
