Due to the extremely dangerous conditions of the occupied territories in the past-USA, 'Urban Centers' are created, which are just large cities in bearable conditions, however have large amounts of fortifications around them.
Many are transferred to cities in Kentucky, where there is presumably a less amount of radiation and danger.
