what do you mean
i'm trying what i can to help out yugoslavia but i also want to avoid war with the ottomans since they're also my ally
german recovery/medical teams are sent in nearly right away to assist yugoslavia with wounded

no
people who join IP basically have to agree with military transit rights, so their harbours were used for convenience/ease of access
