yeah but as you can see in the second picture the richards are still there after they're fixed
well without the richard they probably wouldn't have gotten fixed that quickly in the first place.

in theory, everyone sees the richard and they're like "haha wow that's a richard, but also there's a pothole so im gonna go tell someone to fix both of those things"

so... why couldn't the person who was drawing the richards just tell someone to fix it himself? instead of drawing bs on the road and expecting someone else to do it for him?

it's a way to catch people's eyes, albeit in a crude manner, because let's face it - people would much rather ignore road problems then spend the time to fix them. this makes it impossible to ignore.
