I'm no shell specialist, but it appears to be missing its driving band, and it's cap/ballistic cap if it had one to begin with. Some background on when and where your grandfather served would be useful.

You should test to see what kind of shell it is by putting it in your oven and turning the oven up to 600°. If it detonates then at least you know it wasn't inert.

On the base there is some writing but the bottom is rusted so I can only make out 'LBS" and 'MPL"
what clique is that
