All the factions have there pros and they aren't really completely good or bad.
Although the legion isn't as developed and they have done more evil leaning. They brought order to Arizona, but they are mostly slavers and burn and pillage pretty much everything they touch. The factions only goal was to push west as far possible, so they would have crumbled once they got what they wanted out of California. Pretty much misogynist, barbarian, slaving starfishs.
NCR being an attempt and bringing back government, they value law and order, civilization, and modernization. They are pretty powerful and still expanding force on the west coast, however their progress comes with draining resources and stretching themselves thin. On top of that their own bureaucracy tends gets in the way of doing things more efficiently and in addition to the government is plagued by greedy Brahmin barons and caravan houses. They also tend to do more damage than good wherever they go, kind of like the US.
House is a kind of like Tony Stark, a rich business inventor type. Cares for Vegas and took measures to preserve it and kept it running. However is pretty selfish, he was an orphan who got really lucky and ending up cheating his half brother out his inheritance. He also likes to play the factions like a puppet and master and use people up and throw them away. In addition to greed, he is pretty clingy to Vegas and obsessed with running it through force. Hence the chip which beefed up the securitrons.
There is getting yes man, but that then how things go would depend on who your character is.
