to be fair most pre-war tech is modelled after 20-40's streamline designs. So the syringes probably didn't have to change much in look since they're already retro/rustic. Even syringes we use today are kinda ghetto looking.

You can't, it seems.
You have to find more of them. Some vendors sell them, I think.

Also, an Intelligence perk allows you to double the duration of the cores.
