my draft for an ideology system, combined with a set of more specific tenets (such as Jairo's) that can be added over time

Ideological Positions
Every ideology has 4 central positions that define the ideology. Exactly one from each category, must be defined in the ideology. Sharing positions with another nation increases relations.

Government
* Democracy: Happiness increased, but efficiency decreased. Gains bonus wealth when trading with other democracies. Decreased relations with autocracies.
* Autocracy: Efficiency increased, but happiness decreased. Gains bonus troop strength when fighting alongside other autocracies. Decreased relations with democracies.
* Monarchy: Culture increased, but science decreased. Gains bonus prestige when working with other monarchies. Decreased relations with technocracies.
* Technocracy: Science increased, but culture decreased. Gains bonus research from agreements with other technocracies. Decreased relations with monarchies.
* Anarchy: Not available for choice, as it automatically abolishes the state; simply here for completeness.
Economy
* Communism: Happiness greatly increased in the lower class, greatly decreased in the upper class. Relations with capitalists and laissez-faire decreased.
* Socialism: Happiness increased in the lower class, decreased in the upper class. Relations with laissez-faire decreased.
* Capitalism: Happiness increased in the upper class, decreased in the lower class. Relations with communists decreased.
* Laissez-Faire: Happiness greatly increased in the upper class, greatly decreased in the lower class. Relations with communists and socialists decreased.
Society (including religion)
* Radical: Generally atheist and anti-theist, and accelerating social progress. Greatly decreases discrimination.
* Liberal: Generally secular but accepting, and promoting social progress. Decreases discrimination.
* Conservative: Generally religious, and halting social progress. Increases patriotism.
* Reactionary: Generally pious and inquisitional, and reversing social progress. Greatly increases patriotism.
Additional (extra defining feature)
* Jingoism: Large boost to troop morale and war exhaustion, but severe penalty to diplomatic relations.
* Pacifism: Large boost to diplomatic relations, but severe penalty to troop morale in offensive wars and war exhaustion.
* Environmentalism: Increase to culture and diplomatic relations, and reduces risk of ecological disaster. However, negatively impacts the economy.
* Nationalism: Prestige boosts and military victories increase happiness and troop morale, but prestige hits and military losses decrease happiness and increase militancy.
* Centrism: Slightly decreases the relation penalty between ideologies. Basically the "default" if you don't want an additional position.

keep in mind that if ideologies are tracked globally, then this is per-ideology, not per-nation
changes to an ideology's positions can be made via consensus by its members
specific tenets (like Jairo's) would probably be on a national basis, with perhaps an "Ideological Exception" tenet that allows the nation to change one ideological position

Examples from history:
Freedom (Western Bloc): Democracy, Capitalism, Conservative (changed to liberal later in the Cold War), Centrism
Marxism (Eastern Bloc): Autocracy, Communism, Radical, Nationalism
Fascism (Axis Powers): Autocracy, Socialism, Reactionary, Jingoism
Imperialism: Monarchy, Laissez-Faire, Conservative, Nationalism
Green Politics: Democracy, Socialism, Liberal, Environmentalism

what's written is more a loose guide, since a forum RP is qualitative
if you're being an oppressive dictator like Stalin then the lower-class happiness bonus from communism isn't going to apply

also i was going to write one for religious fundamentalism until i realized it used the same positions as fascism (depending on whether it's to be interpreted as autocratic or monarchic)

I like the idea, but I'm going to have to agree with cypher that it's a little too complicated

I do like the concept of changing tenets based on a consensus, but I'll probably save that idea for another time

im putting in all my hope for a hyper realistic flag changing system in the case you change government type

as much as I like making flags and the foreign adviser reports, I don't think I'll be doing them in total war v2

so far I've developed a small class that allows me to access two functions representing economy and military just by entering the name of a country
