I think it's pretty gimmicky and stuffty to choose the gender of the person before the person themselves.

Pick a meritable person to put on the bill, and then do it. We'll notice that it's a woman.

I think that some degree of pandering is appropriate when it works to undo some of the injustices of the past. The US has had centuries to pick someone female to be on the dollar bill (and if it was fairly balanced between genders, they would have done it already), but whoever was in charge obviously didn't see any women meritorious enough to put on a bill.
