I agree it would be a hell of a lot scarier (I have a fear of clowns, forget them, they're creepy as stuff), but I think clowns have dipped in popularity amongst children significantly, and perhaps he didn't want to ruin that part of the backstory. Then again, it's a bit dubious to assume he gives a stuff about backstory given how stuff the games are.
