Make sure you have kb2952664 installed. I didn't have the folder either, then I ran Windows update, installed that KB, and within 5 minutes it had appeared.

that's the kb2952664 update that was mentioned in the above post. if you're not on 7 or 8, it won't show up
if you are, try getting the latest windows updates. if you have already, then i dont know im not a windows wizard
