I don't think you're understanding the point here. He is 15. With other underage drinkers. He is stupid. Drinking with (presumably) other stupid people. That is literally the worst environment to be drinking in, it is begging for trouble if it continues.

Despite what your 8th grade health class taught you, the worst thing that's gonna happen when you're sharing a Jack Daniels between 3 people while watching some anime is someone throws up on their mom's carpet. Your own home with a small number of trusted friends is hardly the 'worst environment' to be drinking in.
