Data caps are pretty common here in Australia
My ISP had upgraded the plan I was on to increase the cap to unlimited, but they weren't allowing existing customers (including me) to get the new deal as apparently it was for new customers only. I ended up taking them to the telecommunications industry ombudsman (one of aust's internet regulatory agencies) and fought them for months over it, finally winning the right to get unlimited data lol.
