i think i fixed it by reseting my modem configuration

Ya i was about to say unplug it and plug it back in.

When my modem starts being slow, such as rubber-banding in online video game, webpages being slow, etc.. I just unplug and plug it back in. Everything works great after that.

i think power cycling and resetting the modem configuration are two separate things
