If your disk were failing your computer would have frozen. I know from experience.
not the failing one was secondary
in terms of ping most likely dial up would be better
download speeds would probably remain about the same
the download speeds are moderately ok when it's not throttled
but we have a limit of 15GB a month, after which it's throttled. and it's 2015 so that doesn't last very long
the latency is always absolute garbage though, throttled or not
