Both. They proved this by pushing particles with light.

im not trying to say 'who cares' but why does it really matter. why does any of this matter.
It's an extremely basic part of how known physics works, which has applications in pretty much everything (physics is the most basic science upon which everything else is built on).

It exhibits properties of both.
