It kind of depends. A stuffty hamburger can be way worse than a decent hot dog, but I'd prefer a really good burger more than a really good hot dog.
Hot dogs should always have onion and pickle on them, and celery salt/peppers are even better as toppings. Steaming the buns or buttering and grilling them can also help out a bit, since cold, dry buns tend to soak up liquids and become gross. Also, hot dogs should always be grilled or at least boiled, never microwaved. Buy the good kosher hot dogs too. The Jews know their franks.
