I like the modem sound effect since it symbolizes stuffty/poor internet and I want to make it into a lag sound effect

If you're talking about client-sided, whenever a server lags, unless the little 'lag' icon is baked into the game's source code, I don't see it being too hard to make it simultaneously play a soundeffect alongside it.
