If you dont mind waiting (except the whole process takes less than 5 minutes anyways), what i usually do is delete everything except your SteamApps and Skins folder, Steam.exe, and Uninstall.exe. Then run Steam.exe and it will redownload all the files

I just tested it on my laptop to be sure, and it does infact just reinstall the missing files

When this happened to me, the only fix was to factory reset my computer and re-install steam.
