I would assume it would prompt the admin with something like "do you want to open the server?" And pressing yes would remove the password.

There is a whitelist. Anyone not on it while active will not be allowed to join. I'm assuming that is how it will be done.

essentially, admins have free reign to join at any time, if said admin is the only admin, the server will open.
if there are no admins, the server will be closed.
