It's not being used wrong.Even by dictionary definitions the word 'literally' can be used to mean something that isn't literal. c. colloq. Used to indicate that some (freq. conventional) metaphorical or hyperbolical expression is to be taken in the strongest admissible sense: ‘virtually, as good as’; (also) ‘completely, utterly, absolutely’.And it's been used in that sense since at least the 1700s.
