Need Help, over 100+ ping on all servers.

Any server i go to has around 30 - 50 ping but now recently it went up more and more.
Every few seconds it goes from <50 fps to 100 - 1000 ping.
I have 10 down and 3 up (paid for 50 down and 30 up! wth)
So it should not be doing this.
Its on every server i go to, no matter what.
god help me
I need help, i'm sick of this bullcrap.
