Anyone who can handle any type of situation in a calm ordered way without having stuff hit the fan

First and foremost, a well-inclined practice of discernment, courage to moderate when needed, and restraint to allow the platform which the admin is moderating to be user-friendly.
Secondly, there are other qualities, such as being a reasonable and logical person, a leader to other moderators, and a role model for players.

It's almost entirely a character thing.
