And even when I sized it down to 74, it still gave me the "attachment couldn't be saved because it's too big" message. Is there some other oddly specific thing I have to do here?

its working for me

also if you export with gimp, you have to let GIMP add a comment to the metadata
at least thats what seems to fix this bug with .gifs for me

Fixed, and you both are close - I indexed the color profile of the image in GIMP, which probably did bring the size down well enough. All is well, thanks.
