Buffing and nerfing is not easy, which is why they have the PTR servers up when changes like these come up
you affect one character, you also affect the whole team comp
ie. buff mccree range, pharah out of "meta" due to her being easy picking as mccree
widow damage nerfed, squisher heroes/supports back in play and have more survivability. In turn, widow rarely gets played now
mccree range nerfed, soldier76 reliability up, pharah usage back up. Mccree was not in play for a while until flashbang/fan buff which greatly improved his anti-flanking kit. In turn, heroes like tracer or genji may be less reliable (although u see a lot of genji's still)

Not that I don't believe you (any blizzard forum is terrible anyway) but can you link the post? Blizzard have done a great job so far with content and there are very big signs of a large content patch in October.
