Please don't. He's already outdamaging Genji and can stun. He doesn't need to be able to do that even more.
Also, the full drain was necessary. Other heroes ults can be completely shutdown before they get any usefulness, why should he get to repeatedly try his till it works?

genji is about six hundred thousand times more mobile than mccree could ever wish to be though

in one of the last big patches, they changed it so if mcree's ult runs out of time or you die, it goes down to 50% but now it goes down to 0%
