well it's a halloween event item
so it's much more likely to be for a character that was actually released at the time.
It's not a Lucio specific spray though, so it could just as easily be just a general thing

on the contrary, I think it's equally as likely that it was meant as a teaser for a new hero
I mean, we did have a long (albeit awful) ARG leading up sombra's release
