The same thing literally any president since the 30s would do - use expansionary fiscal policy to combat the inflation and stalled economic growth caused by the recession. This generally increases the national debt but it increases the aggregate productive power of the economy, which helps end the recession
It's actually the same tactic Annoying Orange is trying to pursue right now - tax cuts and spending more on infrastructure both count as expansionary fiscal policy, but we're already out of the recession. Some economists think it will cause unnecessary inflation. Some think that it will cause some inflation, but be worthwhile in the long-run.
