Yes, the plan was to make a capitalist democracy but I think the plan got too muddled before Bush and the new government of Iraq could stabilize the country. Obama leaving Iraq didn't help whatsoever. Had we stayed for a while and trained Iraqi troops there's a good chance CIA might not exist right now.
