Dude was getting a bj at school, I don't think he was thinking about the consequences of using snapchat.
The worse part was it was on the wifi that was tracked by the school and the school saw it

yeah but why would you snapchat yourself getting a lewinsky
like, do you think your friends want to see your richard? or that they're gonna be impressed that you found a girl to blow you behind the vending machine who is also letting you record it? that's 7 different flavors of stupid

This is highschool we are talking about. People will get their rocks off on anything

But why though?

But why though?
I'm honestly not sure, most sluts at my school have homemade love tapes in their possession, people save them getting head and stuff, my neighbors daughter loves sending out nudes to people.

no electronics allowed during recess and lunch

So teenagers videotaping themselves and sharing it with other teenagers. While i guess it still counts, i personally dont find it was bad as some 25+ year old videotaping himself loving  a 13- year old. While CP covers all researchographic material of people under 18, similar to how some infinities are "smaller" than other infinities, teens videotaping themselves is not as bad as what i mentioned.
Not condoning it in anyway, but you make it sound worse than it is.

I'm just labeling it as what they are/would be charged with

If the person caught is below 18, I guess the worst that can happen to them is get a hefty fine and maybe Juvenile hall if they're unlucky enough or the police found THAT much on their devices.

there is a precedent for teenagers sharing nudes to have to register as love offenders (basically ruining their entire lives) if they get caught

What i don't get is how loveting between teens is technically illegal, yet 2 16 year olds can forget without and consequence. Whats worse?

pics are illegal because of federal law, however, the federal government does not get involved in the age of consent. for some reason

because it should be up to the states like most moral decisions

regardless of how you feel about that, it's just weird that it's different. either they should both be state laws or they should both be federal
