if you mean it's overestimating the time it would take, no, it's definitely not
if you mean it's UNDERestimating the time it could take, then yeah, this is a very generous guess at guesses per second. If it says it'll take years and years to crack it, then it's probably pretty secure

No one is brute forcing my passwords. Or anyone's.


why is this the default? that's (very roughly translated, since there's no hard data on how many instructions per cycle the average CPU gives, at least when I went looking) .4 GHz.
The norm would be at least 20 billion to 40 billion calculations(2.0 - 4.0 GHz).

Usually when passwords are stored in a database (I'm assuming that's what the estimate is targeting), they're hashed. Calculating lots and lots of hashes takes a lot of resources. A really good GPU can calculate around 300 million hashes per second. So you'd need to have many, many computers with many GPUs to calculate 4 billion hashes per second.
