I have a problem when it comes to saving .rar files

Long story short; everytime I go to save a .rar file off the internet it saves itself (or can only open) as/in internet explorer. So when I save an addons that a .rar file it is unable to be used in game.
Is there a way to make the files not do the thing they're doing?

Are you trying to say that you want to use a .rar file for a mod? Im confused, and if yes, you can't. Copy the files inside and make a new .zip and name it whatever, like if you have YourAdHere_YourAdHere.rar, copy all of the files inside and move it to a .zip, and rename the .zip to YourAdHere_YourAdHere

Just extract all content, create a new .zip file, put everything there, rename the .zip to the original's name.
