Really, it depends on whether your bump is adding worthwhile content.

No one is going to be impressed if you bump a month old topic, only to make a joke or retort at someone.
If you bring some new discussion to the table then it's not an issue.

after two months, you can't bump something anymore without workarounds
and within those two months, if you bump a thread with something meaningful to add, nobody will care (save, possibly, a couple of whiners)

if you were banned for bumping something, it was probably because you just said "bump" or something pointless like that

i've seen people being banned just for bumping a super old topic, without saying "bump" before tho
imo it just depends on the kind of topic you're bumping
if it's a megathread for something like a game or tv show, i think it's ok
