I can't really explain this, the government went to Mexico because we have stronger bonds with them, (trade, they embargoed Japan, etc.)
I embargoed Japan, and Mexico embargoing Japan doesn't matter since Japan doesn't depend on Mexico.

If another Country were to help, Korea would almost certainly gain independence.

Dozens of Generals are still in Korea controlling the (multiple) armies

Generals are Generals because of the fact they don't run from a fight. Unless of course death is certain and they're outnumbered heavily.

Also it was tactically right to evacuate the government instead of letting them get captured, I don't understand what you mean by, "abandon"
Can this war be moderated? I honestly can't tell who's winning or what the results are
