That's because in the real WW1 the Allies were formed the year of the war. This time, the Allied Powers exist alongside the Central Powers and both sides want to be as strong as possible without picking up a member likely to start the war. On the other hand, smaller countries have their independence basically guaranteed if they join a side.

The remaining "militias" inhabiting northern Korea, I recall earlier saying that the Korean military was still active, but very weak and only owning a handful of villagesAt this point I might as well stop trying, Nonnel/Japan has shown 0 interest in returning Korea and it seems no country wants to get involved (I can see why, as it will trigger WW1 I guess?) this is my fault though for cancelling trade or whatever, I only did that because I thought everyone was pissed at Japan and were going to attack him.
