Yeah I don't know either, looking back there's a lot of anime I gave 10 that are questionable even being around that rating, but I am too lazy. I'd remove ratings overall if I wouldn't be lazy to do that as well.

Man, the first time I watched Perfect Blue when I was like 12, I announced to my sister I didn't want to wear skin anymore, it was that intense for me lol. I think my favorite of Satoshi Kon is still Tokyo Godfathers, love to watch it around the holidays.
