there is no solution other than to reinstall. pray you have a utility like a bootable OS to copy your important data, or it's going goodbye.

One or more of your device drivers(the firmware telling your system's hardware how to do things) is screwed.
Unfortunately, as windows 10 is absolutely atrocious in terms of accessibility when trying to access boot options, your best bet for attempting to fix your drivers is to:
A) boot to a secondary hard drive that has a copy of Windows(you really should, it's surprisingly useful), if you have one, and follow my instructions below; (if you need to ask how to boot to the other copy, you don't have one)
B) Insert a windows install or upgrade disc(preferably windows 8 or 10, but 7 will do) and attempt to repair windows from there through my instructions below;
or C) Format a flash drive to act as a windows 10 install kit and attempt to repair windows from it as you would with option B.
Fixing this from a secondary drive with a windows OS:
1.
Open Device Manager2. One by one, update the drivers for all hardware you have. This may take a while. If it doesn't work for a particular device, uninstall the driver completely and reinstall it.
3. Open a command prompt(preferably with administrator access) and enter 'SFC /scannow'. This might take a while.
4. Then, enter 'dism /online /cleanup-image /restorehealth'. This one may take a while too, and it won't work if you don't have internet access.
Fixing this from a bootable disc or flash drive's 'repair windows' options:
1. Locate and open the command prompt. If you're using a windows 8 or 10 install or upgrade disc, this will be in the 'advanced options' section.
2. Enter 'C:'. This will (presumably) take you to your main drive with Windows on it. If this isn't your main drive, substitute C for the drive letter Windows is on.
3. Enter 'SFC /scannow'. This might take a while.
If your main install of Windows is still screwed, though, your best option is to reformat your drive by reinstalling Windows.
