Unable to change forum picture?

I am attempting to add a forum picture, however whenever I hit 'Change Profile', it fails to actually save it, thus it does not show up.
What are the file limitations for profile pictures (i.e. size, resolution, file type, ect.)?

Your picture must be 75x75 or less, there's also a filesize limit but I can't remember off the top of my head.
