Here's a save of 10010 bricks all sides are spaced apart so no cheating.
I get 9 FPS

Stand about where I was and see how many frames you get.

What are you using to tell how many FPS you get?

Fraps. Not sure if there's any 3rd party programs that you can use to tell what you get.

All BL settings at max?

Put this in the console:

and do

to make it go away.

That would be about 39 FPS.

And my computer isn't even that great =/

That's not the meaning of Ironic. Wow by 0.1 like that really matters.

The FPS fluctuates constantly, it was pure luck that it displayed 38 in one, and 40 on another.
