are you sure early ww2? I can see the russian railway leading to port arthur that started the russo-japanese war so I thought maybe it was that. in that case, the russian flag would be correct.

but if this were a picture of early ww2, then neither flag is correct because 1. the soviet union would exist at this time and 2. that isn't the state flag of japan at this time

in both cases, however, the rising sun flag isn't shifted correctly, so it's invalid no matter what
