putin's also done something right out of a history book and purged all of his naval officers in the baltic sea for reasons of corruption and insubordination. his officers had refused orders to fire on and scramble against american military presences in the baltic, resulting in their current state of unemployment.

The US military is years if not decades ahead of Russia.  
We have kinetic space weapons, high powered lasers that can bust nukes before they get anywhere near us, CRISPR designed bio weapons can destroy life just as easily as we can reverse it.  We can barrage them with nuclear explosion generated tsunamis that spread radioactive water and devastate their port infrastructures, we can EMP their entire continent.

Putin is all about playing the tough guy, not very different from Dennis Rodman's Pal.  He would never actually order such an attack on the US.  All he does is have pilots buzz US ships and do barrel rolls over our planes.

Uh, Strategic Defense Initiative was a fantasy of Reagan's that was never really implemented. Although, anti-satellite missiles have been tested.
And so far only two Russian spacecraft have had external weapons. (As for internal ones, all Russian spacecraft have carried shotguns in case of bears when they land)
As for putting weapons in space, we don't do that because ICBMs are cheaper.

As a whole the US military may get a lot of funding, but individual areas may not appear to get a large enough share.

After all, 50% of the US Military budget is spent on sunglasses so the soldiers look cool.
