laws help filter out those people, discourage those who might consider doing it, and make it harder for them to do what they desire. with that logic there shouldnt be any laws at all, but clearly thats not the best idea, knowing society.

but i agree that overregulation is a problem for certain things and that yes, a select few can really forget up life for others by doing things that result in unnecessary laws.

but lets not jump topics; iirc germany has pretty strong govt. they really need to beef up police response though if this kind of thing can happen without the perpetrators getting caught and/or punished for their actions
