i'd say that the assassination of archduke ferdinand was probably the most devastating terrorist attack in history, since it directly led to WW1 and then from that to WW2.

By comedically inept terrorists, no less.
They threw a bomb at the car. No dice. The rest were surprised to see the car go by and didn't shoot. The guy who threw the bomb tries jumping into the river to escape. The river was only a few inches deep. He tried taking his cyanide pill. It was defective and just made him sick.
Then, when the only competent marksman of the group is eating lunch, suddenly the archduke drives by! Wow!

Worst terrorist attack? It depends on what you define as a terrorist. You could argue that anything was a terrorist attack (atom bombings on Japan, 9/11, the holocaust). A big problem that exists today is that many people seem to think that terrorism has a defined image.
