Back on topic, considering that the Filipino people still like the U.S. (probably, attempts to google this gave results for Philippine-Americans), an uprising seems like it might be in order.
Here's the problem with that. The Philippines is in chaos, quite literally. Think of mid-90s Somalia. You have militia groups all over the country, people killing each other, their neighbors, just because of any potential drugs. There's an islamic militant group there as well so that can rile things up even further. The President's only power in this matter is unsanction things that are normally taboo. It's only going to get worse from here. The only place where things are remotely stable are the few major cities there, because the military and police reside there and can bring order.
To explain the drugs thing, the President of the Philippines has issued a mandate saying that citizens should go out of their way to bring justice to anyone using, selling, or having any interaction with illegal substances. This means you're also legally allowed to kill your neighbor in cold blood because you 'think' he has drugs. There's no investigation, people just go with it.
