OFFICIAL RUSSIAN PROPOSAL FOR ISSUE: Order North Korean nuclear program shut down until peace treaty and non-aggression pact is signed with South Korea. If North Korea refuses, sanction the country from military equipment.

I propose that the US and SK also stop their joint military exercises as they're a show of force to the North just as the nuclear tests are to the South. (As an addendum to the Russian proposal)

North Korea must:

• Cease its nuclear program entirely.  UN inspectors and peacekeepers must be permitted to have access to all of North Korea's facilities that handle any substance that can be used in a nuclear device.
• Sanctions will be imposed until this safety is guaranteed.  After the program is confirmed as dismantled entirely, a one-month survey will occur yearly for five years.
• Open up to diplomatic discussions on maintaining regional stability.

The US, South Korea and it's allies must:

• Cease military exercises in South Korea for two years.
• Open up to diplomatic discussions on maintaining regional stability.

All nations must:

• Uphold, respect and enforce sanctions.
• Not harbor, provide safety and refuge to, or transport any persons linked to the North Korean nuclear program.  Travel of nuclear scientists in and out of North Korea must also be evaluated by this provisional nuclear safety committee operating in North Korea.
• Not transport nuclear materials into or out of North Korea.

France will:
Sanction North Korea until its nuclear program is entirely dismantled, and invites all UN members to follow suit.

turkey wants all north korea to cease its nuclear program entirely and will sanction until it does so, turkey also supports the joint US-south korea military exercises, stating they are neccessary and expects north korea to threaten the stability in the region even without nuclear weapons

The US-SK joint military drills cause the same amount of perceived aggression to the North as nuclear tests do to the South. To retain stability on the peninsula, both must be stopped.
