I guess they are both technically suburbs, but most people mean the first when using the word. Black people overwhelming live in the latter.

Neither, it's like both at the same time. Where it's nicer type of houses (full ones, not like the ones in the pictures) but do have the sort of slightly-run-down or worn-out sort of look / atmosphere, but it's not overbearing like the 2nd picture
