Those are fake tech support scammers. They are groups of people who claim to be "tech support" that is certified by Microsoft. In reality they are actual companies run by Indians trying to steal money from you. The scam is simple:
you call the number thinking its a wirus
They ask you to download support connect from a website called support.me (its an actual legit company that they abuse)
When they get onto your computer, they show you stopped processes and say they are wiruses. They may also show you other things and sometimes they sopy your system specs
They then transfer you to a "marketing representative" who basically tells you to pay $199.99 for 1 year of support $299.99 for 2 years or $599.99 for unlimited (the numbers may vary)
After you pay, they perform "maintenence" on the computer. Basically they download a bunch of crap then delete it with various antiviruses. Or, they syskey you.
I will link a video that shows something interesting. This one guy gets a website and everytime he goes on the site, the number changes.

This scam doesn't require any effort from them at all because all they do is take money from you and say the warrant is cleared. Here's a video showing them getting arrested:

I do this all the time, USE a VOIP, they are known to track numbers. Some common voips are: Google Hangouts and skype.
