i know this is only part of your post, but technically speaking, he shouldn't have to. the war powers act requires him to at least notify congress a little bit in advance and that he can't keep troops abroad past a certain number of days without approval, but then again, the war powers act is probably unconstitutional so who forgetin knows
congress can always just defund the military if they really want to stop the president tho, so long as they're willing to take the public opinion hit (which they uhh probably won't)

as to whether or not he should have done that, obvs that's debatable and that's probably more so what you were referring to anyways
